Indian guru in deadly standoff due in court

An Indian guru at the center of a deadly standoff with police was set to appear in court Friday after he was arrested at his sprawling ashram for refusing to answer murder charges.
Nearly 15,000 supporters of the 63-year-old Sant Rampal were evacuated from his compound in Haryana state before police took him away in an ambulance Wednesday. Previous attempts by riot police to enter the fortified estate, about 175 kilometers (110 miles) from New Delhi, had resulted in deaths and injuries as Rampal's followers, some of whom were armed, fought back.
The self-styled guru was taken to Chandigarh, the state capital, to appear before a court Friday.
He has repeatedly ignored orders to answer a 2006 murder charge against him. Police have filed additional charges against him and some of his supporters, including sedition, murder, criminal conspiracy and detaining people illegally in his fortress, said Jawahar Yadav, a Haryana state government spokesman.
More than 400 people have been arrested and about 200 others injured, including security forces, during the dayslong standoff.
The guru's followers on Wednesday handed over to police the bodies of four women who apparently died inside the 12-acre (5-hectare) complex. Another woman and an 18-month-old child died in a hospital after leaving the ashram.
The circumstances of the deaths were not clear and autopsies were being conducted. |

Nags Head homeowners get federal court victory

Nags Head homeowners banned from repairing their beachfront property for five years because the town declared them a public nuisance are back at work, getting those homes renovated.
The Virginian-Pilot reported a U.S. District Court judge ruled last week for the homeowners on part of their claims, allowing them to start repairing their houses.
The dispute started with a winter storm in November 2009 that damaged parts of the town.
Nags Head wanted nine houses removed after the storm to protect the public and to maintain use of the beach, Town Manager Cliff Ogburn said. The homes take up most of the beach and block passage of rescue vehicles, he said.
"You can't walk north and south because of these houses," Ogburn said.
The town sent notices to homeowners saying the damaged houses sat on public trust property and would have to be removed or razed. Also, the town wouldn't issue building permits for repairs.
U.S. District Court Judge James Dever ruled the town is responsible for the homes becoming nuisances.
"But even assuming the damage from the November storm caused the cottages to become nuisances, no evidence suggests the cottages would have continued to be nuisances had the town allowed the owners to repair them, as North Carolina law obligated the town to do," Dever wrote in his decision, dated Nov. 6.
The decision involves a lawsuit brought by Roc Sansotta, owner of Cove Realty. He manages the nine cottages for the owners and has a partial ownership in five of them, the decision says. |

India top court lifts ban on female makeup artists

India's Supreme Court on Monday ordered the lifting of a ban on women working as makeup artists in the movie industry, ending a decades-long discriminatory practice.
India's film industry is among the most prolific in the world with nearly 1,500 films produced annually, most of them in Bollywood, as the Mumbai Hindi film industry is called.
The Cine Costume Makeup Artists and Hair Dressers Association had an unofficial ban on women as makeup artists, though they could work as hairdressers to the stars.
Judge Dipak Misra also struck down a regulation that people had to live in a particular city or town for five years to become a member of the association.
The court order came on a petition by makeup artist Charu Khurana, whose case was supported by the National Commission for Women, a state organization that protects women's rights. |
